This study aims to formulate a business cluster partnership model arabica gayo organic products base on conservation in Aceh Province. This research was conducted through the primary and secondary data collection, focus group discussion (FGD) with stakeholders in the Gayo highlands province of Aceh. Data analysis method used is descriptive statistical analysis, and internal analysis of the value chain. The results showed that the formation of business clusters partnership and small business management can be improve the economic of scale coffee arabica Gayo organic business. Business cluster partnership model proved to be a good tools to overcome the barriers due to the size of a small business and is one strategy that considered to be very precise in improving industrial competitiveness of coffee arabica Gayo organic. Management of organic coffee and conservation principles is done through the activities that can be raise the awareness of farmers, such as: trainings, socialization and seminars, policy development, laws and regulations, conduct studies and preparation of database of land suitability for particular the types of coffee plants, as well as fair trade chain arrangement and profitable coffee farmers who have implemented conservation through a premium price, payment for environmental services and carbon trading schemes coffee.
